Job Description

The Accounts Payable Technician (APT) serves as a member of the Accounts Payable Unit (APU) in the Financial Management Center (FMC) for Mission Sierra Leone. The APT is responsible for performing the full range of accounts payable and accounts receivable services for all subscribed ICASS Agencies within the Mission. Serves as Financial Advisor to the Accounts Payable Manager (APM) in the Financial Management Center (FMC) and participates in financial operations to ensure payments and receivables are processed in a timely and accurate manner.

The volume, quality and timeliness of the APT’s work must conform to Appropriation Law, Generally Accepted Accounting Principles (GAAP), Foreign Affairs Manual (FAM), Department of State Standardized Regulations (DSSR), meet ICASS service standards, as well as host government laws and regulations.

The APU manages vendor and employee payments and receivables within the Embassy and the 0 consulates, 5 agencies, and 22 appropriations. The payments and collections managed by the APU exceed $12.5 million. The Financial Specialist (FS) or Accounts Payable Manager (APM) will distribute APU duties among the APTs. Payables and Receivables managed will include non-serviced and all serviced Agencies which may include (but not limited to): ICASS, U.S. Trade Representative, Animal and Plant Health Inspection Service (APHIS), Foreign Agriculture Service (FAS) , International Trade Administration (ITA/Commerce) , General Legal Activities (Civil/Criminal) (GLA), US Marshall Service, Office of Naval Research Global (ONRG), Department of State, Office of Technical Assistance, DHS - Citizenship & Immigration Services (CIS), United States Coast Guard (USCG), HHS-Food & Drug Administration (FDA), HHS-Center for Disease Control (CDC), United States Agency for Global Media (USAGM), Millennium Challenge Corporation (MCC), and Department of Defense serviced agencies.

All selected candidates must be able to obtain and hold a:

  • Public Trust Security Clearance.

All selected candidates will be subject to a background investigation and subject to a pre-employment medical exam.

Selected candidate must be able to begin working within a reasonable period of time**Five (5) Weeks**upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Minimum of two years of college or university studies (or local equivalent) in finance, accounting, business administration or related field.

Experience

  • Incumbent should have a minimum of two years’ experience in finance, accounts payable/receivable, disbursement, vouchering, and allowances.

Language

Krio : Level 4: Fluent,Speaking, Reading and writing, may include the ability to translate

Job Knowledge

.Two years experience in one or more aspect of fianacial management or a work environment that includes an apptitude for figures/and or detail-related duties such asaccounting,disbursing,book-keeping,finance or business administration.

Skills And Abilities

Must be flexible and able to work with constant changes in work priorities. Capable of quickly analyzing transactions, documentation, and records. Must possess a high degree of integrity and the ability to perform fiscal services in a responsible manner. Must serve the public courteously. Must be skilled in dealing tactfully with all levels of personnel and external contacts and to manage high volume of correspondence including e-mails, instant messages and other communication platforms. Must be highly organized and a self-starter. Must be proficient in MS Word, Outlook, PowerPoint, and Excel.

ADDITIONAL EMPLOYMENT CONSIDERATIONS

The following apply to EFMs, USEFMs, and AEFMs only:

  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.

The following apply to Locally Employed (LE) staff only:

  • Current employees serving a probationary period are not eligible.
