Job Summary
Regional Technical Officer – Prevention of Mother-to-Child Transmission (PMTCT) provides technical expertise and supports the implementation of Prevention of Mother-to-Child Transmission (PMTCT), HIV-Exposed Infants (HEI) and pediatric HIV, and Cervical Cancer services within the EpiC Project in Tanzania. The role supports regional, council and facility efforts to strengthen the delivery of high-quality, evidence-based eMTCT/ triple elimination of mother-to-child transmission of HIV, syphilis, and hepatitis B services for pregnant and breastfeeding women, infants, and children. The incumbent will work closely with the Local Government (PMO-RALG), Regional and Council Health Management Teams (RHMTs/CHMTs), facility teams, and implementing partners to strengthen the delivery of high-quality, equitable, and client-centered PMTCT and Triple Elimination services in accordance with national guidelines and global recommendations.
Accountabilities
- Support the planning, implementation, monitoring, and continuous improvement of PMTCT and Cervical Cancer Prevention (CECAP) interventions across supported regions.
- Provides technical guidance and support to facility and community teams to implement Triple Elimination interventions including prevention and management of mother-to-child transmission of HIV, syphilis, and hepatitis B in accordance to the current national guidelines and standards.
- Provides technical guidance and support to region teams on implementation of cervical cancer prevention in accordance to the current national guidelines and standards.
- Provides technical assistance to facilities to strengthen cervical cancer service delivery, including screening quality, appropriate treatment or referral of eligible clients, linkage to diagnostic and treatment services, and follow-up of clients with abnormal screening results.
- Strengthening referral and linkage systems across the PMTCT and cervical cancer continuum of care, including mechanisms for tracking clients who require additional services and minimizing loss to follow-up.
- Monitor key PMTCT and CECAP indicators and ensure timely tracking of targets, coverage, service quality, and outcomes at regional and facility levels.
- Provide technical oversight, mentorship, coaching, and capacity strengthening regional technical teams and healthcare workers through structured mentorship, supportive supervision, on-the-job training, technical updates, and performance improvement initiatives.
- Collaborate closely with regional health management teams, implementing partners, communities, and other stakeholders to coordinate PMTCT and CECAP activities and promote harmonized implementation.
- Prepares technical reports, program updates, analytical briefs, presentations, success stories, lessons learned, and best-practice documentation for internal, government, donor, and stakeholder use.
- Strengthen infection prevention and control and adherence to clinical and service-delivery standards across supported facilities.
- Ensure effective coordination, accountability, and performance management of facility teams.
- Support routine program performance reviews; analyze trends and identify implementation gaps, bottlenecks, and underperforming areas, and ensure timely development and follow-up of corrective and improvement actions.
- Ensure timely reporting of program achievements, challenges, risks, and corrective actions to senior management and relevant stakeholders.
- Perform other related technical and strategic duties as assigned by the supervisor in support of achieving project objectives.
Applied Knowledge & Skills
- Knowledge of PMTCT, Triple Elimination (HIV, syphilis, and hepatitis B), pediatric HIV, and cervical cancer prevention (CECAP), including national service delivery guidelines and quality standards.
- Knowledge of Tanzania MOH guidelines and reporting requirements related to PMTCT and cervical cancer prevention programs.
- Strong leadership, team management, collaboration, and stakeholder engagement skills.
- Strong knowledge of quality assurance and continuous quality improvement principles.
- Excellent verbal, written, and interpersonal communication skills, with the ability to effectively communicate technical information clearly to government counterparts, donors, stakeholders, and project teams.
- Strong organizational and analytical skills with the ability to interpret data, identify issues, and provide recommendations for improvement.
- Demonstrated project management skills.
- Collaborative with influencing skills and ability to work effectively across multidisciplinary teams and build productive relationships with stakeholders.
- Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Ability to identify operational and programmatic challenges, conduct root-cause analysis, develop practical solutions, solve problems and implement corrective actions to improve program performance.
- Fluency in English and Kiswahili.
Supervision Given/Received
- Mentors junior staff to strengthen their technical capacity and performance.
- Reports to Regional Senior Technical Officer – Care and Treatment Services.
Education
- Doctor of Medicine (MD) or Nursing degree from a recognized institution or another health-related field; current professional registration where applicable.
- A master’s degree in public health (MPH) or international equivalent is an added advantage.
Experience
- Minimum of six (4) years of progressive experience in PMTCT, Pediatric HIV, Maternal and Child Health (MNCH), and/or HIV prevention, care, and treatment programs, preferably within donor-funded programs.
- Proven experience working with R/CHMT, health facility teams, and implementing partners to achieve programmatic targets.

Technology to be Used
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements
- 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.
